Sail Newport is the Organizing Authority for the 2003 Newport Regatta®


1. Rules
1.1 The regatta will be governed the 2001-2004 RRS (RRS), the prescriptions of US SAILING the appropriate class rules (except as amended by this notice and the sailing instructions), this notice of race and any amendments thereto, and the sailing instructions and any amendments thereto.

1.2 Class Rules which might prohibit the use of VHF radios while racing are waived for the duration of this event for the purpose of receiving Race Committee broadcasts on VHF Channels that will be assigned to each circle. Competitors are advised to monitor those channels.

1.3 Advertising is subject to the restriction of Appendix 1 of the RRS. Boats qualifying for Category “C” Advertising are strongly urged to refrain from displaying advertisements for products or services that compete with event sponsors.

2. Eligibility
The Newport Regatta® is open to all eligible sailboats in the any recognized one-design class that meet the registration guidelines set by Sail Newport.

1) All One Design Classes must have at least 12 registrations received by June 27th 2003 to get a start.

2) All One Design Classes must have one or more representatives handling any class administrative functions during the event (ie: weigh in, measurement form checks etc.)

3) All One Design Classes must abide by the NOR and the SI.

A minimum of twelve boats shall be required for any one-design class start.


3. Entry Procedure

Entries will only be accepted at the Sail Newport office located at 60 Fort Adams Drive, Newport, RI 02840. All boats must pre-register. Entry shall be submitted on the Official Entry Form or online and are not considered complete unless accompanied by the appropriate entry fee and skipper/owner waiver. Entry forms must be received by 1700 Friday, June 27th, 2003. Entries received after this time shall incur a late fee of $15. No entry will be accepted after Friday, July 11th, 2003 AT 8PM.

DINGHY CLASSES MUST PRE REGISTER BY FRIDAY. DINGHY CLASSES ARE SUBJECT TO THE ABOVE LATE FEE IF RECEIVED AFTER JUNE 27. Check in for Dinghies remains Sat. AM (waiver signing etc.)

Entry fee is refundable (minus a $15 handling fee) if notice of cancellation is received by Sail Newport by June 27th, 2003. It is not refundable after that date.

4. Event Headquarters
Race Headquarters will be in the Main Office in the South Dry-sail area of the Sail Newport Sailing Center (SNSC) located in Fort Adams State Park in Newport, RI.

The Hospitality Tent will be located next to the Alofsin Special Events Building (Mule Barn). Socials and Awards Ceremony will take place in the Hospitality Tent.

Final Registration and waiver signing will take place in the Main Office on Thursday evening and on Friday AM for the classes racing on Friday.

All other classes: Final registration in the Mule Barn (see regatta schedule) on Friday (Saturday AM for Dinghy classes only). Dinghies may check in at the Mule Barn on Friday evening but must check in by 1000, Saturday, July 12, 2003 at 1000, to be held also in the Mule Barn.

REMEMBER: ALL BOATS MUST BE REGISTERED IN ADVANCE TO COMPETE: YOUR SIGNED ENTRY WITH PAYMENT MUST BE RECEIVED BY FRIDAY JULY 11 BY 8PM.

5. Mandatory Check-In

Classes sailing on Friday: Check in is Thursday, July 10 and Friday July 11th (see regatta schedule). Warning gun for the first race of the day for these classes will be 1300.

All Keelboat Classes: A crewmember or representative from each boat in keelboat classes MUST check in with Registration, located in the hospitality tent on Friday July 11, 2003 between 1600 and 2100.

All Dinghy Classes: Check-in is available on Friday and on Saturday morning in the Mule Barn.

A boat that fails to check–in will not be scored.

6. Waiver of Liability
Each boat shall submit a Waiver of Liability signed by the skipper and all crew, not later than 1000, Saturday, July 12, 2003. (1130 Friday, July 11, for Friday sailing classes). In the event of a crew substitution, the new crew member must submit a signed waiver to Race Headquarters prior to racing. Failure to comply invalidates the boat’s entry.

7. Racing
Racing will be held in Narragansett Bay and Rhode Island Sound.

The Newport Regatta® Race Committee will divide the classes into appropriate divisions for optimum racing.

Each race course and the number of daily races will be determined by the Race Committee on each circle based upon weather conditions. It is the intent of the organizing authority and race committee to conduct as many races as practical on each day of racing.

9. Scoring
RRS A4 Low Point Scoring System will apply. A minimum of three races shall constitute a series. A boat’s worst finish may be discarded after a class has completed eight races. Two races may be discarded if a class completes sixteen or more races.

10. Alternative Penalties
RRS. 44.1 and RRS 44.2 shall apply to all classes except those whose class rules will not allow it. Boats exercising this option must report taking a penalty to the Race Committee at the end of the race involved.

11. Protests
Mandatory Arbitration will be held for protests involving Part 2 of the RRS.

12. Prizes
Prizes will be awarded to the first, second and third place boats in each class for the series. Appeals from the decisions of the Protest Committee will not affect the awarding of prizes.

The Dr. Robin Wallace Trophy will be presented to the outstanding boat of the weekend as determined by the Regatta Committee.

A Sportsmanship Trophy will be presented by Waterline Systems/USWATERCRAFT voted on by the Regatta Committee to the team that best exemplifies sportsmanship.

The Museum of Yachting Trophy will be given by the Museum of Yachting to the best overall performance by a crew in the classes listed as “Vintage” Classes.

13. Sailing Instructions
Sailing Instructions will be available online, at the hospitality tent or in the Mule Barn during Registration/Check-In.

Any questions concerning the Sailing Instructions must be submitted in writing to the attention of the Regatta Committee and delivered to Event Headquarters located in the Activity Building. Written responses will be posted on the Official Notice Board located in the Hospitality Tent.

14. Personal Flotation
The wearing of personal flotation shall be subject to class rules and is highly recommended for all competitors. It is mandatory while racing for the Laser, Vanguard 15, JY 15, and Club 420 classes per class rules.

15. Facilities
The SNSC has dry-sailing facilities with ramp, hoists, ginpole, water, power, and limited dockage/rafting available for competitors on a first come, first served basis.

Keelboat Classes Sailing Friday must be in the water by 1130 hours Friday, July 11, 2003, and remain in the water for the duration of the regatta.

All other Keelboat classes using Sail Newport Hoist Facilities must be in the water by 2000 (8:00PM) Friday, July 11, 2003, and remain in the water for the duration of the regatta. Requests to haul-out during the series shall be submitted in writing to the attention of the Regatta Committee and delivered to Event Headquarters located in the Activity Building.

Dinghy Classes and some small keelboat classes may be designated as dry-sailing fleets. Arrangements for land storage of these classes will be available at Event Headquarters or SNSC upon arrival.

FREE Dockage/Rafting is available at the SNSC under direction of the staff at the owner’s risk and as space is available on a first-come, first-served basis for all keelboats. Please bring sufficient dock lines and extra fenders.

S Class may dock in the Museum of Yachting “Basin” at the northernmost tip of Fort Adams State Park.

Participants may make their own arrangements for commercial moorings or dockage. Call Goat Island Marina (401-849-5655), Newport Yachting Center (401-846-1600), Oldport Marine (moorings) at (401-8413-9109) or Casey’s Marina (401) 848-5945.

Please Note: There is a transient storage fee for all boats arriving before Thursday, July 10, and/or staying beyond Monday July 14. The fee is $25.00 per day or call for weekly or monthly rates, Sail Newport, (401) 846-1983.

16. Identification
A Newport Regatta® Identification Bracelet is required for entrance into the Hospitality Tent during the Competitors’ Parties.

Vouchers for bracelets are included for each skipper and crew member in the registration fee and will be in each yacht’s registration package that will be delivered during the mandatory check-in. Vouchers may be exchanged by the individual for a regatta bracelet at registration and in the hospitality tent during posted hours.

Each individual must present a Photo ID along with the voucher and will be issued an appropriate ID Bracelet by a regatta staff member who will secure it on the individual’s wrist. As alcoholic beverages will be served, different bracelets will signify those of legal drinking age (21 or older). Anyone failing to show proper ID will automatically be issued the under 21 bracelet.

Additional ID Bracelets are available to purchase for $20 each.

ATTENTION SAILORS!

Competitors are reminded that Narragansett Bay is a restricted channel and sailing vessels do not have right of way over a vessel under power which may be restricted in her ability to maneuver.
