2008 HALLOWEEN HOWL NOTICE OF RACE

1 DATES AND VENUE
The 2008 Halloween Howl will be held on October 25 & 26, 2008. The venue will be at the Sail Newport Sailing Center in Fort Adams State Park, Newport, RI.

2 ORGANIZATION AND RULES
2.1 The Organizing Authority is Sail Newport.
2.2 The regatta will be governed by the rules as defined in the Racing Rules of Sailing (RRS).

3 ELIGIBILITY
3.1 Optis, Lasers, Laser Radials and Laser 4.7s may enter by completing on-line registration with Sail Newport.
3.2 Opti: For the Opti class, competitors who turn sixteen (16) in 2008 are not eligible. Opti Red, Blue and White Fleet assignments will be based on the competitor’s age on the first day of racing. There will be no Green Fleet in this regatta.
3.3 Laser class sailors who turn eighteen (18) in 2008 are not eligible. The age eligibility of the Laser sailor will be based on the competitor's age on the first day of racing for that class.

4 ENTRY REQUIREMENTS
4.1 The entry fee for the regatta will be $50.00 for Optis and $30.00 for Laser classes if registration is made via website before 1700 on October 21, 2008, or, if paper registration is postmarked on or before October 17, 2008. Thereafter a $25 late fee will be added to the entry fee. If you are planning on attending the regatta, but will register on-site, we encourage you to contact us and let us know you will be coming (the late entry fee will still apply to anyone choosing to register on-site). Please call the regatta office at (401) 846-1983, or, email: Katie Barker Entry is not considered complete unless registration is accompanied by the Minor Medical Waiver.
4.2 The entry fee includes the following: entry for the competitor in the scheduled races, snacks for competitors after Saturday racing, and awards reception and snacks on Sunday.
4.3 A minimum of six boats shall be required for any one-design class start. The Organizing Authority reserves the right to accept entries that may not satisfy these requirements.

6 FLEETS
6.1 The Opti fleets will be as follows: Red Fleet/Competitors aged 13-15; Blue Fleet/Competitors aged 11-12 years; White Fleet/Competitors aged10 years and under (for USODA age parameters please go to the USODA Class Page).
6.2 The Laser fleets will be as follows: Laser (full rig) Fleet; Laser 4.7 Fleet and Laser Radial Fleet.

7 SAILING INSTRUCTIONS
Sailing Instructions will be available at onsite registration and online.

8 RACING
The racing area will be near Newport Harbor, between Rose and Goat Islands. Competitors should be dressed accordingly for weather expected in late October.

9 COURSES
Windward/leeward, Triangle, Gold Cup and/or Sail Newport Trapezoid courses may be used(Course diagrams will be available at registration).

10 SCORING
10.1 The Low-Point Scoring System, RRS Appendix A, will be used.
10.2 One race is required to complete the regatta.
10.3 A competitor’s worst finish may be discarded when five or more races have been completed.

11 PROTESTS
11.1 All boats are required to display a red protest flag as described in RRS 61.1(a). This changes RRS 61.1(a)(2).
11.2 A Protesting boat shall inform the Race Committee of the boat being protested immediately after finishing. This changes RRS 61.

12 SAFETY
12.1 Each competitor must wear a U.S. Coast Guard approved PFD, properly secured at all times, from dock to dock, except briefly while adding or removing clothing. Wet suits, dry suits and inflatable PFDs do not constitute adequate personal buoyancy.
12.2 Each competitor shall designate in writing the adult who shall be in attendance and accept ultimate responsibility for the personal safety and conduct of the competitor.
12.3 All class required safety equipment is mandatory.
12.4 A waterproof safety whistle, to be used for emergency purposes only, must be attached with a line to the PFD or clothing. Competitors whom the protest committee finds have not complied with this instruction may be given a scoring penalty for each race in which they have failed to observe this instruction. Safety equipment violations are not subject to protest by a competitor.
12.5 Parents/guardians are responsible for the safety of the sailor, which means that they must make the decision whether or not their sailor(s) can handle the conditions at the beginning of the day.

13 SUPPORT BOATS
13.1 All support boats must register and attend any mandatory meeting(s) scheduled by the Organizing Authority.
13.2 Each support boat shall prominently fly the (orange or white) event flag from a staff as supplied by the Organizing Authority at all times while on the water. A $50.00 deposit will be required for each flag which is refundable when the flag is returned to Sail Newport.
13.3 Support boats may arrive after 12 Noon on Friday, October 24 and launch from either of two available ramps. Please detach vehicles from trailers and park only in designated parking spots. Support boats may be docked overnight at designated Sail Newport docks from October 24 through October 26.

14 LIABILITY
Participants compete entirely at their own risk. A waiver must be signed by a parent or legal guardian of each competitor and by each support boat participant.

15 TROPHIES
Prizes for the Opti class will be awarded to the first five finishers in each fleet, and top five overall. For the Laser, Laser 4.7, and Laser Radial classes, prizes will be given to the top finishers in each fleet depending on number of entries.

16 ENTRANCE TO RACE VENUE
Boats, sails and support craft are welcome to arrive at the Sail Newport Sailing Center after 12 Noon, on Friday, October 24.

17 PARKING AND TRAILER STORAGE
Ample parking is available at Sail Newport’s location in Fort Adams State Park. Park Rangers strictly enforce parking regulations. All vehicles must be detached from their trailers and removed from the boat at staging/rigging areas and parked in designated parking spots. There is no parking allowed on grass in any part of Fort Adams.

18 TRASH
Fort Adams is a carry-in/carry-out park. For that reason there are no trash receptacles. Although there will be a few trash barrels, all participants are expected to remove all of their trash and refrain from discarding scrap rigging materials, trash and garbage in the rigging areas, parking lots or anywhere in the State Park.

19 CODE OF CONDUCT
All competitors, coaches and family members are expected to behave in a sportsmanlike manner. This includes behavior both on and off the racecourse including respect for all other persons, personal property of others, the facility and the State Park. Any competitor who violates this trust may be penalized by the Organizing Authority and/or have a complaint lodged against them to the jury and/or to the class association. Any coach or family member who violates this trust may have a complaint lodged against them to the class association.
